Governor Gavin Newsom announced new statewide reopening guidelines Friday that go into today. Counties will move through a four-tiered, color-coded system, including, Purple, Red, Orange, and yellow. The colors are based on a county’s virus cases and positive test rates. San Luis Obispo and Santa Barbara counties are in the tier with the strictest business restrictions, but the new guidelines will allow hair salons and barbershops to resume indoor operations. San Luis Obispo County will allow hair salons and barbershops to reopen today. Santa Barbara County is still working on the details.
