Caltrans crews working around the clock are trying to reopen a section of Highway 154 in Santa Barbara County. The Highway was closed when debris blocked a culvert causing water to flow over the highway. The main problem is that the culvert is located 40 feet underground and it’s clogged with water and debris. The closure has forced drivers to use highway 101 as a detour. Caltrans officials expect to release more information tomorrow.
