The San Luis Obispo City Police Department is the latest law enforcement agency to suspend the use of carotid restraint. Officials say the decision came as part of a review of department practices. Police Chief Deanna Cantrell said, “Our department acknowledges there is further work to do and values its community relationships.” Santa Barbara Police Department and the Ventura County Sheriff’s Office have also suspended the carotid restraint hold.
